Room below roof deck and sealing deck

Our deck is mainly covered and is the roof of two new bedrooms below. It is made of plywood. We are looking at a paint on primer and coating, "Hardrock".

Apparently you paint two coats of primer onto the plywood and one or two coats of the tinted Hardrock paint.

My question is: Is this sufficient waterproofing given there is no membrane or taping? Also someone mentioned about letting the deck breath...not quite sure what they meant, but in relation to the sealing of the deck.
