Attach stairs to the ground??

I am building wrap around box stairs on my deck which will be 8 feet on each side and meeting at the corner.

Is it necessary to attach the stairs to the ground?

Can I just lay the stairs on a level concrete pad?

Also, how should I angle the corner so that the decking is flush at the corner? Thanks!!
